python: install openopt

1. Download MinGW32
2. Add to the PATH “C:\Mingw32\bin”
3. Download openopt package from the author’s web
4. open a prompt and cd the directory where the files had been uncompressed
5. execute in the openopt folder
setup.py config –compiler=mingw32 build –compiler=mingw32
